Mr. Walt Koscinski currently serves as the Deputy Program Manager and Director of Acquisition for the Cloud Computing Program Office (CCPO) in the U.S. Department of Defense (DoD), Defense Information System Agency (DISA), where he is responsible for the leadership and executive oversight of all acquisitions, including the Joint Enterprise Defense Infrastructure (JEDI) Cloud program, a critical piece of the overall DoD Digital Modernization Strategy. Previously, Walt served as Action Officer on the OSD Chief Management Office team responsible for reforming the way the DoD buys goods and services.

Walt possesses over 25 years of acquisition experience in ACAT 1 programs spanning all phases of the acquisition process. He has served on program leadership teams of some of the most technologically complex Navy acquisition programs, including: USS Gerald R. Ford (CVN 78), USS Zumwalt (DDG 1000), USS Arleigh Burke (DDG 51) Class and USS Ticonderoga (CG 47) Class. He is most proud of leading the team that successfully delivered Gerald R. Ford in May 2017, the Navy’s first first-of-class aircraft carrier in over 40 years - war ready, meeting the highest quality standards and within the Congressionally-mandated acquisition value of $12.9B. 

Walt was born in Chicago, IL. He earned a Bachelor of Science Degree in Structural Engineering and has earned three Master’s Degrees - Aerospace & Ocean Engineering, Public Affairs and National Security and Resources Strategy. Walt is a member of the Acquisition Professional Community and is DAWIA Level III certified in Program Management and Production, Quality and Manufacturing. He is a graduate of the ‘Understanding the Government-Industry Relationship in Acquisition’ course, Executive Program Manager’s Course (EPMC 402) and OPM’s Federal Executive Institute.
